Proiectul Programului național de dezinstituționalizare a persoanelor cu dizabilități intelectuale și psihosociale în proces de consultare

La data de 25 ianuarie, în cadrul ședinței Consiliului de coordonare și monitorizare a Planului de acțiuni pentru implementarea reformelor în domeniul dezinstituționalizării din cadrul Ministerului Sănătății, Muncii și Protecției Sociale (MSMPS) a fost consultat proiectul Programului național de dezinstituționalizare a persoanelor cu dizabilități intelectuale și psihosociale pentru anii 2018-2026.

 

Documentul a fost dezvoltat de către Minister în colaborare cu Keystone Moldova, cu susținerea financiară a Fundației Soros-Moldova, Organizației Mondiale a Sănătății și Oficiului Înaltului Comisar pentru Drepturile Omului.

 

Proiectul documentului de politici a fost elaborat în mod participativ cu implicarea autorităților publice locale, directorilor instituțiilor rezidențiale, reprezentanților Agenției Naționale Asistență Socială și reprezentanți ai societății civile.

 

Programul național prevede realizarea procesului de dezinstituționalizare a persoanelor cu dizabilități din instituțiile rezidențiale prin oferirea serviciilor sociale la nivel de comunitate, transformarea instituțiilor rezidențiale în centre regionale cu atribuții în dezvoltarea și prestarea serviciilor alternative la nivel de comunitate.

 

Ținem să menționăm că dezinstituționalizarea persoanelor cu dizabilități intelectuale și psihosociale reprezintă o prioritate a Guvernului, în special a Ministerului Sănătății, Muncii și Protecției Sociale, care este stabilită în Planul de acțiuni al Guvernului pentru anii 2016-2018, aprobat prin Hotărârea Guvernului nr. 890 din 20.07.2016.
