Moldovan-Swiss Cooperation: towards development of the healthcare system and ensuring universal health coverage in Moldova

An Agreement between the Ministry of Health, Labour and Social Protection and the Swiss Agency for Development and Cooperation, with regards to the successful implementation of phase one of the project ‘Development in the universal coverage of medical services framework in Moldova’ was signed on December 9. The project will allow Moldovans to benefit from quality health services, with an adequate financial protection.

 

The main aim of the project is the improvement of the distribution system of resources and medical services at the local level and securing the involvement and participation of the main beneficiaries of these services and the civil society in overseeing the health reforms, health costs and the spending of financial resources to ensure the creation of a basic health benefits package covered by the medical insurance.

 

The project is structured in two components: one related to the universal health coverage in Moldova, also included in the ‘Moldova Health Transformation Project’ implemented by the World Bank, and one related to the fairness in healthcare through social responsibility, implemented by the Swiss Red Cross.

 

Working on this project will be national specialist groups already active, and more such groups will be created for this purpose.

We sincerely appreciate the support given, the many projects either ongoing or finalized having a visible effect on the development of the Moldovan healthcare and the increasing of awareness regarding healthcare issues’, declared the minister of Health, Labour and Social Protection, Viorica Dumbraveanu. 

 

The director of the Swiss Cooperation Bureau in Moldova, Caroline Tissot, expressed her desire for a successful collaboration on all ongoing projects, including the Moldovan Health Development Strategy, promoting gender equality and ensuring vulnerable social categories can access medical services.

 

The Ministry of Health, Labor and Social Protection is collaborating with the Swiss Agency for Development and Cooperation through a number of projects that lead to notable improvements in the healthcare system of Moldova. The dynamic cooperation has had effects in building awareness regarding healthcare and increasing the rate of accessing medical services. Strategical decisions in the development of the healthcare system are taken based on data analysis – with the help of the Swiss Agency for Development and Cooperation. Resource spending has also become more efficient, prioritizing the important issues of the healthcare system. This has led to a definite improvement in the accessibility of medical services by the younger members of the society.
